Family Emergency Guide

Natural Hazard Risk by State

Last checked: October 26, 2026

Official guidanceThis guide summarizes official guidance. It does not replace instructions from local officials. In the United States, call 911 in an emergency. If your 911 call does not go through.

What this table shows

  • FEMA's National Risk Index (NRI) measures natural hazard risk across the United States.[1]
  • The table uses the NRI's Expected Annual Loss, which FEMA defines as "the average economic loss in dollars resulting from natural hazards each year."[2]
  • Expected Annual Loss counts losses to buildings, people, and agriculture, and FEMA converts deaths and injuries into dollars to do this.[2]
  • At the state level, FEMA publishes Expected Annual Loss data, not the full Risk Index.[3]
  • The NRI covers 18 natural hazards.[4][5]
  • "Top 5 hazards" lists, for each state, the five NRI hazards with the largest "Expected Annual Loss - Total" value in that state's NRI record.[5][S1–S51]
  • "NRI overall rating" is the value of the field "Expected Annual Loss - Rating - Composite" in each state's NRI record.[5][S1–S51]

How to read it

  • Expected Annual Loss is an average dollar amount per year.[2]
  • FEMA notes that hazard and composite Expected Annual Loss scores show a community's rank compared with other communities.[2]
  • FEMA also publishes NRI data for counties and Census tracts.[3]
  • Hazard names link to this guide's page for that hazard. A hazard marked * has no page in this guide yet.
