Yes. Section 5 has four pages on multiplying decimals (by 10, 100 and 1,000, by whole numbers, by decimals and with money) and section 6 has four pages on dividing decimals, including dividing by a decimal.
Decimals use a point, in every language, with no extra zeros at the end. Money always has two decimal places, and a rounded answer keeps the place it was rounded to, so 3.96 to the nearest tenth is 4.0. The rounding rule (5 or more rounds up) is printed on every How to do it page.
